Start with a new image 150x150 and fill it with White.

Make sure white is the foreground color and Black in the background
(Press: D and X on the keyboard). Next go to Filter>Render>Difference
Clouds.

Go to Filter>Noise>Add Noise. For Amount enter 30. Dot
Gaussian and Check Monochromatic.

Filter>Blur>Motion Blur. Angle 0. For Distance enter
999.

To get that shinny metalic look, use the Lighting Effects
filter. Go to Filter>Render>Lighting Effects
6.
Make a Spotlight shinning down from the top. Make sure to
turn up the Gloss all the way to "Shinny" like shown.
Also Move the Material over to "Metallic". Adjust
the rest to taste and click OK.
